Department for Education (DfE)

The DfE publishes the ILR specification, validation rules, funding rules, and related technical guidance used to populate the data displayed by these tools. From 1 April 2025 the DfE took over direct responsibility for ILR data collection from the ESFA.

Education and Skills Funding Agency (ESFA)

The ESFA (now dissolved into the DfE) published the ILR and EAS specifications, EAS validation rules, study programme funding band tables, and apprenticeship standard and framework reference data used by these tools.

Archived publications are accessible via www.gov.uk/esfa and assets.publishing.service.gov.uk.

Specific data sets

ILR field definitions and validation rules – derived from the ILR specification published annually by the DfE / ESFA.
EAS validation rules – derived from the EAS validation rules document published annually by the DfE / ESFA.
Study programme funding bands – derived from the 16 to 19 funding band tables published annually by the DfE / ESFA.
Apprenticeship standard and framework reference data – sourced from the DfE apprenticeship service at submit-learner-data.service.gov.uk and find-epao.apprenticeships.education.gov.uk.
ILR constants (funding models, source of funding codes, FAM codes, DAM codes, and monitoring codes) – derived from the ILR specification published by the DfE / ESFA.
