Department for Education (DfE)
The DfE publishes the
ILR specification, validation rules, funding rules, and related
technical guidance used to populate the data displayed by these tools. From 1 April 2025 the DfE took over
direct responsibility for ILR data collection from the ESFA.

Education and Skills Funding Agency (ESFA)
The ESFA (now dissolved into the DfE) published the ILR
and EAS specifications, EAS validation rules, study programme
